9 new Combine props added; engine.CloseServer no longer falsely announces a shutdown

Commit 71ca28 on main adds 9 new Combine-related props from the licensee repo and fixes engine.CloseServer claiming the server is shutting down when it is not.

Separate c_hands animations from viewmodels: not planned

PhoenX279 asked for TF2-style c_hands animations separate from the viewmodel. robotboy655 closed it: they are two different approaches, and TF2's works because its weapons reuse animations.

engine.CloseServer no longer claims success without -allowquit

wrefgtzweve reported that engine.CloseServer() prints the shutdown message even when -allowquit is not set. robotboy655 made it not print when nothing happens and documented the return value on the wiki (commit 71ca28).
