Old DrawTexturedRectUV UV tiling bug fixed on dev

robotboy655 applied a fix on dev for the 2017 issue about bad UV tiling in surface.DrawTexturedRectUV, noting it may move to a separate function or argument if it breaks addons (commit 6a75b6).
