Player head flexes blow up since the September update

nykez reported that on his 128-slot server some players see other players' heads stretched into huge polygons since the September update. robotboy655 replied that SetFlexWeight/SetFlexScale were never clamped, it's not model specific, and a reproducible case is needed.
